In Hong Kong, everyone who breaks the law will be arrested and persecuted, including high government officials. Because of "RULE OF LAW, ONE LAW FOR ALL". And if one does not break the law, he is free to do whatever he wishes.
According to what I see, the present arrangment is

Police
that is, the police is under the authority of Security Branch. Therefore, if someone if the Security Branch breaks the law, and the Police wants to arrests him, the Security Branch can stop that !!
To be a policeman, one has to receive training in many fields, including law and court proceedings. Do people in the security branch have to undergo such training?
If Police does not arrest law breakers, many people suffer.
People has to obey orders from some hidden secret people. If they do not obey, they may lose their job, or lose their businesses!
Markets, shops, even super-markets has to obey order from secret people!!
The recent waves of protests, by doctors, by social workers, by teachers, by students, by civil servants .... show that some secret people is in control of Hong Kong. These secret people gained control of Hong Kong by controlling the Security Branch, stopping the Police from arresting Law breakers.
My suggestion is that

(enforce Law and Order) (Protection of VIP's etc)
The Police should be under the Governor and his executive council.
I hope the Governor will hold a meeting between all members of the executive council and all secretaries of government departments, to find out a way to help save Hong Kong.
