an American company in relation to labour?

Someone said during the 1990's : "If I were a
banker, I would make the heaviest bet. If I win, I would

Momentary Fund) will bail me out." Similar thing is
true for CEO of limited companies to borrow heavily,
either from banks, or through issuing of new
shares/bonds?
